After graduating from the top-ranked Health Care Law program at the University of Maryland Francis King Carey School of Law, Rebecca served at the Centers for Medicare and Medicaid Services (CMS), where she worked with CMS leadership and the Presidentâs domestic policy counsel to develop Affordable Care Act (ACA) policy, guidance, regulations and technology contracts. Since that time, she has advised hundreds of healthcare industry entrepreneurs and innovators. Her expertise includes deep knowledge of healthcare laws and regulations affecting various stakeholder groups, including large and small employers, healthcare providers, payors, and healthcare software and services vendors. She brings to her clients a functional knowledge of health care policy, regulatory compliance, and law, and is a thought leader regarding the future of public and private health reforms. She is also the author of the âVirginia Telemedicine Guideâ and âHow to Start a Healthcare Practice.â
Rebecca was appointed by the Governor of Virginia to serve on the Board of Medical Assistance Services, which oversees the Commonwealthâs Medicaid program. She is a member of The American Bar Association, the Virginia Bar Association, and the American Health Lawyers Association. She is also co-founder of the Virginia Cannabis Industry Association. She lives with her husband and two sons in Richmond, VA.
Carrie Nixon, Esq. is the Co-Founder and Managing Partner of Nixon Law Group and CEO of Nixon HealthNexus, a healthcare reform and innovation consultancy. She also serves as Special Advisor to Empactful Capital, a healthcare venture capital firm based in Silicon Valley. Carrie is an expert in healthcare law and policy issues relating to healthcare reform and value-based delivery/reimbursement, including Accountable Care Organizations (ACOs) and Alternative Payment Models (APMs), MACRA and MIPS reporting, Patient Centered Medical Homes (PCMHs), public and private Health Insurance Exchanges (HIM and PHIX), Health Information Exchanges (HIE), and mobile health/telemedicine. She provides counseling in governance and regulatory compliance matters such as HIPAA/privacy and fraud and abuse restrictions. As a longtime attorney for a variety of clients in the assisted living and long-term care industry, Carrie has on-the-ground experience with the unique challenges facing those who serve our aging population. Carrie is the founder of two successful companies and co-founder of a thriving non-profit public policy organization. After receiving her JD from the University of Virginia School of Law, Carrie began her legal career as an attorney at Mintz Levin, an AmLaw 250 firm. She practiced in the firmâs DC office as part of the Health Law section. Carrie later joined the DC office of Reed Smith, another AmLaw 250 firm, practicing in the litigation section with an emphasis on healthcare litigation. She is a member of the Virginia Bar and DC Bar. Prior to attending law school, Carrie worked for a senior leader in the US House of Representatives as Deputy Policy Director. She lives in Northern Virginia with her husband, daughter, and dog.
